A DOZEN PARTIES SUPPORT UKRAINIAN PRESIDENT'S RE-ELECTION BID
KYIV--Twelve democratically-oriented parties issued a statement expressing support for Ukrainian President Leonid Kuchma on the fifth anniversary of his presidency. The statement noted that during the last five years, Ukraine has established itself as a state recognized by the world community. It added that "only Leonid Kuchma will be able to secure the further consistent implementation of reforms." The statement was signed by, among others, the Agrarian Party, the Liberal Party, the Popular Democratic Party, and the Party of Muslims of Ukraine.

KUCHMA STRESSES FRIENDLY RELATIONS WITH RUSSIA
KYIV--"There is and can be no alternative to the development of friendly, equal, and partner relations between Ukraine and Russia," Ukrainian President Leonid Kuchma told an annual officers' gathering in. In his opinion, the two countries' mutual understanding is proved by the continued presence of the Russian Black Sea Fleet on Ukrainian territory and the nearly complete delimitation of the state border.

UKRAINE'S FOREIGN TRADE IN JANUARY-MAY SHRINKS BY 26 PERCENT
KYIV--"Ukraine's foreign trade 1999 totaled $8.8 billion, down by 26 percent on the same period last year, citing Ukraine's State Statistics Committee. The negative trade balance amounted to $236 million or 21.7 percent of the level in the same period last year. The committee attributes this reduction largely to lower prices of Russian gas supplied to pay for gas transit across Ukraine. Russia accounted for 49.3 percent of Ukrainian imports, followed by Turkmenistan (10.5 percent), Germany (6.9 percent), Belarus (2.8 percent), and the U.S. (2.7 percent).

PRESIDENT ABOLISHES KARTOTEKAS, EXTRAJUDICIAL WITHDRAWAL OF FUNDS WITHOUT ACCOUNT OWNER'S NOTIFICATION
KYIV--By his decree the President of Ukraine has resolved that funds may be withdrawn from tax payers' accounts towards payment of their debts to the budget and special extra-budgetary funds only on the basis of the ruling by a court of arbitration. Under the same decree, from the day the decree comes into force on, banking establishments will be obliged to stop keeping "kartoteka", i.e. the records of their clients' indebtedness; they will be able to write off funds from companies' accounts only on the basis of the latter's payment orders and other documents the list of which has been provided by the civil judicial code

PRESIDENT FIXES TERM OF RETURNING EXPORT CONTRACTS PROCEEDS TO UKRAINE, GOODS DELIVERY BY IMPORT CONTRACTS
KYIV--With a view to preventing the drain of property and currency values from the country the President of Ukraine has set a term of 90 days [since the day of registration of import customs declaration] for the returning of residents' proceeds from export to the country's banking establishments. The services and goods that Ukrainian residents buy by import contracts must be delivered to Ukraine also within 90 days since the day of payment.

PARLIAMENT REINSTATES PRIVILEGES TO SOME FOREIGN INVESTORS
KYIV--The Supreme Council of Ukraine passed, on final reading, changes in its regulation on the order of implementation of Ukraine's law on the foreign investments regimen. According to the changes, state guarantees provided in line with then existing laws will concern the foreign investments carried out before the law on investments of 1992 came into force. The foreign investments made when the 1992 law on foreign investments was effective will fall, if demanded by a foreign investor, under the provisions of this law, as well as other Ukrainian legislative acts, including those on taxation, customs regulations and investments, for 10 years since the date of their registration.
